Last year’s winner was Stuart Parker who has been instrumental in developing promoting the scouting movement in hard to reach areas of Blackburn with Darwen.

Blackburn with Darwen Council Leader Mohammed Khan said,

“I am honoured and humbled that this award has been named after me for a fourth year running. More importantly though is what the award represents – celebrating leaders in our community who bring people together and make Blackburn with Darwen a better place to live, work and visit. “

Stuart Parker, 2018 winner, said,

“It’s a massive privilege have won this award, which reflects the efforts of all the fantastic volunteers from Blackburn District Scouts who work tirelessly to help young people experience adventures of a lifetime.

“We have made great strides in ensuring scouting in Blackburn is as diverse as the community it serves and it’s wonderful to see all our groups working together week in week out. I look forward to continuing to dedicate my time to help grow Scouting within the wide range of communities in our town.”
